Statement on Gender Persecution as a Driver of Forced Displacement and ICC Arrest Warrants for Taliban Leaders
Gender persecution under the Taliban is not only a grave international crime—it is a central and ongoing driver of Afghanistan’s humanitarian and displacement crisis. Since the Taliban’s return to power in August 2021, millions of Afghans—particularly families with daughters—have been forced to abandon their homes, dreams, and futures in search of safety, dignity, and access to basic human rights. Under a brutal system of institutionalized gender apartheid, Afghan women and girls have been stripped of virtually all freedoms: barred from education and employment, denied mobility and expression, and subjected to daily violence, intimidation, and psychological harm.
Displaced International (DI) strongly welcomes the International Criminal Court’s historic and long-overdue decision to issue arrest warrants for senior Taliban officials for crimes against humanity, including gender persecution. “This move sends a clear and overdue message: the world will no longer tolerate the systematic dehumanization of Afghan women and girls,” said Ambassador M. Ashraf Haidari, Founder and President of Displaced International. “Those responsible for enforcing gender apartheid must be held accountable—not just for justice’s sake, but to end the suffering and displacement of millions. Accountability is the only path to deterrence, and silence can no longer be an option.”
We call on the international community to urgently enforce these arrest warrants and to take bold, coordinated, and sustained action to dismantle the Taliban’s system of gender apartheid. These crimes continue in real-time and demand an immediate global response. The world must not look away while millions of women and girls are denied the right to exist as equal human beings.
