Solutions

According to the United Nations, the most effective way to address forced displacement is to prevent and resolve conflict through international efforts. The 2024 Global Report on Internal Displacement (GRID) also states that governments can help prevent new and repeated displacement by strengthening conflict resolution, peacebuilding, and other efforts.
Peacebuilding can help prevent displacement by empowering communities to identify concerns and responses, and by supporting institutions that promote the rule of law and governance.
The United Nations High Commissioner for Refugees (UNHCR) considers voluntary repatriation to be a durable solution for refugees, and their preferred option. It involves refugees returning to their country of origin safely and with dignity and regaining access to national protection. The UNHCR believes that voluntary repatriation is the only option that can re-establish the bond between refugees and their countries of origin and between citizens and the state.
Local integration is a long-term solution that involves permanently settling refugees in the host communities of the countries where they first seek asylum. It’s a legal process that grants refugees a wider range of rights and entitlements, similar to those of local citizens, over time.
Resettlement is considered a durable solution for refugees by the United Nations High Commissioner for Refugees (UNHCR). It’s defined as a way to permanently resolve the situation of refugees and allow them to live normal lives. Resettlement is unique among the UNHCR’s three durable solutions because it involves moving refugees from an asylum country to a third country.
Complementary pathways are legal pathways that can help refugees and asylum seekers reach safety, but they are usually designed as temporary solutions and may need to be adapted to become durable solutions. Durable solutions are achieved when refugees move from refugee status to permanent legal status and have access to fundamental rights.
