Development assistance, also known as Official Development Assistance (ODA), is government aid that aims to improve the economic development and welfare of developing countries. It’s provided by official agencies, such as state and local governments, or their executive agencies, to developing countries and multilateral institutions. ODA can include grants, loans, and technical assistance. 

The aid can be provided bilaterally, from donor to recipient, or through multilateral development agencies like the World Bank or the United Nations.
