Statement by Displaced International on the 9875th UN Security Council Meeting on Afghanistan and Root Causes of Forced Migration
The discussions at today’s UN Security Council meeting on Afghanistan have once again highlighted the urgent need for coordinated international action. However, these talks largely failed to address the fundamental issue at the heart of Afghanistan’s ongoing crisis: the absence of a legitimate and inclusive government. The Taliban’s continued control, characterized by extreme repression, the harboring of terrorist and criminal networks, widespread human rights violations, and a steadfast refusal to seek international recognition, has only deepened the country’s instability, plunging it further into chaos.
As a result, Afghanistan faces a daily exodus of thousands of its citizens, fleeing escalating violence, systemic oppression, and a stark gender apartheid. While humanitarian aid remains essential in alleviating immediate suffering, it is not a long-term solution. The international community must shift its focus toward addressing the root causes of the crisis and work toward sustainable peace and stability. Humanitarian relief alone cannot create lasting change.
The path forward must be grounded in an Afghan-led, inclusive political process that authentically represents all segments of Afghan society. Without a meaningful and participatory political settlement, the cycle of violence, displacement, and instability will continue, condemning the Afghan people to perpetual turmoil.
The international community bears both a moral and strategic responsibility to support the establishment of a legitimate, inclusive political framework in Afghanistan. This process must be built on principles of legitimacy, governance that upholds human rights, and the protection of fundamental freedoms. Afghanistan’s future cannot be secured by a regime that systematically oppresses its people, particularly women and minorities, or fosters an environment of fear and persecution. Such a regime is incapable of achieving lasting peace or securing a prosperous future for the Afghan people.

Afghan parties, including reconcilable elements of the Taliban, must be supported in negotiating a sustainable political settlement. The United States, committed to conflict resolution and peacemaking, can enhance the mandate of the United Nations Assistance Mission to Afghanistan (UNAMA) and support the appointment of a capable UN Special Envoy focused on conflict resolution and peacebuilding. At the same time, the country should consider serving as the UN Security Council’s penholder on Afghanistan, shaping the peace process towards a win-win outcome that ensures sustainable peace, strengthens regional stability, and upholds international security in accordance with the UN Charter.”
