Herat Rises in Solidarity: Afghan Citizens Respond to Iran’s Mass Deportation of Refugees
In recent weeks, Iran has forcibly deported over 40,000 Afghan refugees per day, including those legally registered, sending thousands of vulnerable infants, children, women, and breadwinners back to Afghanistan under blistering desert conditions. If this pace continues, the number of forcibly returned Afghan refugees will soon reach one million. The deportations, described by humanitarian advocates as a severe violation of international law, have overwhelmed the refugees who fled Afghanistan’s escalating crisis, particularly the Taliban’s oppressive gender apartheid.
Iran’s actions represent a clear violation of its binding international obligations under the 1951 Geneva Convention relating to the Status of Refugees, its 1967 Protocol, and the foundational principle of non-refoulement, which prohibits returning individuals to a country where they face serious threats to their life or freedom. This principle is enshrined not only in international customary law but also deeply rooted in Islamic legal traditions, which emphasize the protection of the persecuted.
While these refugees faced acute distress upon arrival at Afghanistan’s border regions, notably in Herat province, the Taliban—now Afghanistan’s de facto rulers—have conspicuously failed to provide any emergency humanitarian relief. The Taliban’s absence has left vulnerable returnees exposed, without necessities such as food, water, transportation, or emergency medical care.
Stepping into this alarming void have been the ordinary citizens of Herat and neighboring provinces, who have mobilized spontaneously, demonstrating exemplary civic responsibility, patriotism, and religious compassion. Afghan civilians have generously provided essential aid—ranging from food and water to transportation and emergency medical supplies—highlighting their extraordinary resilience and solidarity.
Conversely, United Nations humanitarian agencies, including UNHCR and IOM, have struggled to deliver adequate assistance, hampered by severe budget cuts and substantial operational overhead, underscoring the urgent need for more targeted international humanitarian responses.
In light of this worsening humanitarian situation, Displaced International (DI) calls on the Iranian government to immediately halt its campaign of forcible deportations and urges Iran to respect the principle of voluntary return once conditions in Afghanistan improve sufficiently. Furthermore, DI appeals to countries in the region, member states of the Organization of Islamic Cooperation (OIC), and the broader international community to urgently provide humanitarian aid directly to returned Afghan refugees, ensuring that such assistance reaches those in desperate need and is not exploited by the Taliban.
DI also calls on the United States to exercise principled global leadership by working collaboratively with regional countries to address the root causes of forced migration and displacement in and from Afghanistan. Central to this crisis is the absence of a legitimate and inclusive government—a vacuum that perpetuates repression, deepens poverty, drives displacement, and destabilizes the broader region. DI urges the U.S. to support a UN-led peace process that facilitates the formation of a representative Afghan government. Only such a government can address the interlinked crises of governance, rights, and humanitarian need, and ultimately restore peace, dignity, and opportunity for all Afghans.
