Displaced International Statement on ICC’s Afghanistan Announcement: A Defining Moment for Justice and Gender Equality
Displaced International (DI) welcomes the Statement of ICC Prosecutor Karim A.A. Khan KC: Applications for Arrest Warrants in the Situation in Afghanistan, which aligns with the DI’s recent global petition, “End Gender Apartheid as a Key Cause of Migration from Taliban-Ruled Afghanistan,” launched on January 3, 2025.
Ambassador M. Ashraf Haidari, DI Founder and President, emphasized the urgent significance of this development: “Gender apartheid in Taliban-controlled Afghanistan is a major driver of forced migration. Afghan women and girls have been systematically stripped of their basic human rights—denied access to secondary and medical education, employment, and personal freedoms. This oppression has compelled countless Afghans to flee, not only due to violence and poverty but also as a direct consequence of the Taliban’s ruthless enforcement of gender apartheid.”
The ICC’s investigation identifies Taliban Supreme Leader Haibatullah Akhundzada and Chief Justice Abdul Hakim Haqqani as bearing criminal responsibility for crimes against humanity, specifically persecution on gender grounds, under Article 7(1)(h) of the Rome Statute. Since August 15, 2021, this persecution has systematically deprived Afghan women, girls, and those perceived as their allies of fundamental rights, including physical integrity, autonomy, education, free movement, and expression. These actions, compounded by heinous crimes such as murder, torture, rape, and enforced disappearances, form a comprehensive system of repression.
