Wilberforce Lumumba

Wilberforce Lumumba is a Fellow at Displaced International (DI), dedicated to advancing the causes of displaced populations worldwide. His commitment arises from Kenya’s experience as a host to over 500,000 refugees and asylum seekers from Somalia, South Sudan, the Democratic Republic of Congo, and Ethiopia. As a Kenyan, Wilberforce has a special interest in global displacement and migration, inspired by the mission of the International Organization for Migration (IOM) to ensure safe, orderly, and humane migration. He aims to help develop and advocate for policies that enhance the dignity and safety of migrants worldwide. His key competencies include project management, policy analysis, financial oversight, and a strong ethical commitment to integrity and transparency.

Throughout his career, Wilberforce has excelled in roles that involve policy development, strategic oversight, and operational excellence. As the Assistant Director of Policy Administration at the County Government of Vihiga, Kenya, he played a crucial role in implementing efficient systems, managing resources, and aligning departmental goals with broader organizational objectives. His notable achievements include contributing to drafting the County Gender Mainstreaming Policy and facilitating the preparation of departmental records and asset management policies.

Previously, as a Project Delivery Manager for the World Bank-funded Kenya Urban Support Program (KUSP), Wilberforce successfully coordinated multi-million-dollar infrastructure development initiatives, ensuring compliance with timelines, budgets, and stakeholder requirements. His governance experience also includes mentoring entrepreneurs as part of the International Labor Organization (ILO) business development initiatives, demonstrating his versatility and commitment to capacity building.

Wilberforce holds a Bachelor’s Degree in International Relations and Diplomacy with Information Technology from Maseno University and an MBA from the University of Nairobi. He is pursuing a Bachelor’s Degree in Law to enhance his understanding of legal frameworks related to migration, international relations, and global mobility. He is fluent in both English and Swahili.
